The Finance Department said in a press release on Tuesday (June 30) that the decision has been taken to ensure immediate deposit of government funds into the Treasury Single Account (TSA), make cash management more effective, increase financial transparency and completely stop the manual invoice system.
According to the notification, from the beginning of the financial year 2026-27, no ministry, department, directorate, autonomous body or subordinate office will be able to collect and deposit government revenue or other receipts through any other means other than A-Challan. Any separate system currently used to collect government funds should be discontinued. At the same time, it has been directed to transfer the government money kept in different accounts of commercial banks to the treasury single account of the government through A-Challan by June 30.
According to the finance department, the use of e-challan system and the continuous growth of collection through it has proved its effectiveness in public financial management.
At present, various mobile financial services including Bangladesh Bank and all Scheduled Bank branch counters, internet banking, development, cash, rocket, way, tap, and government revenue and service fees are being deposited through debit and credit cards.
The Finance Department also informed that money deposited through A-Challan is immediately transferred to the Treasury Single Account. As a result, real-time monitoring of government receipts, ensuring financial transparency and more effective debt management is possible.
In addition, payment information is being automatically coordinated between Bangladesh Bank, related accounting offices and government institutions. Through the A-Challan dashboard, concerned departments can instantly monitor revenue collection and transaction information. The risk of fake invoices, forged documents and revenue evasion is also significantly reduced as the invoice verification system can quickly verify the authenticity of any invoice.
It may be noted that the Finance Department introduced the A-Challan system in the financial year 2019-20 as part of the larger government financial management reforms. Its main objectives are to ensure speedy deposit of government money in the treasury, increase discipline and transparency in revenue management, prevent fake invoices and ensure accurate information about cash position of the government.
